Civil Engineer - Subsurface Utility Engineering (SUE)

Job Description

Safe Site Utility Services is a specialized Subsurface Utility Engineering (SUE) firm focused on delivering accurate, defensible, and constructible underground utility information. We support public and private infrastructure projects by reducing subsurface risk early, improving design confidence, and protecting critical underground assets. Our work is grounded in ASCE/CI 38-22, strong QA/QC practices, and close coordination between engineering and field teams.

Safe Site Utility Services is seeking a licensed Professional Civil Engineer with demonstrated experience in Subsurface Utility Engineering (SUE) to provide technical leadership, engineering oversight, and professional responsibility for SUE investigations and deliverables across multiple states. This role includes professional engineering review and stamping of SUE deliverables consistent with applicable state laws, project requirements, and Safe Site's internal QA/QC standards.

Responsibilities:

• Lead and oversee SUE investigations in accordance with ASCE/CI 38-22 (QL-D through QL-A)

• Apply engineering judgment to interpret utility records, survey data, geophysical results, and field observations

• Provide responsible charge for SUE activities performed under your supervision

• Review, approve, and professionally stamp SUE deliverables, as required, including:

• SUE reports and technical memoranda

• Utility exhibits and plan sheets

• Test hole documentation and verification summaries

• Utility conflict identification and risk assessment exhibits

• Ensure stamped deliverables reflect appropriate SUE quality level limitations, disclaimers, and assumptions

• Oversee QA/QC of field data, sketches, CAD drawings, and supporting documentation

• Identify subsurface utility risks and provide mitigation recommendations to clients and design teams

• Coordinate with locating, geophysics, survey, vacuum excavation, CAD, and project management staff

• Support project scoping, budgeting, scheduling, and execution

• Contribute to proposals, technical approaches, and client communications

• Ensure compliance with Safe Site standards, contractual requirements, and applicable state regulations

Requirements

• Bachelor's degree in Civil Engineering

• Active Professional Engineer (PE) license in at least one U.S. state (required)

• Minimum 4+ years of experience in Subsurface Utility Engineering, utility coordination, or underground utility work

• Demonstrated experience reviewing and stamping SUE deliverables

• Strong working knowledge of ASCE/CI 38-22 and SUE Quality Levels

• Familiarity with AutoCAD or similar CAD platforms

• Strong written and verbal communication skills

• Ability to supervise technical work and exercise independent engineering judgment

• Valid driver's license

Licensure & Multi-State Practice:

• Must be willing to obtain and maintain PE licensure in multiple states as project needs require

• Safe Site supports and reimburses licensure applications, renewals, exam fees, and continuing education

• Understanding of state-specific engineering practice acts and stamping requirements preferred

Preferred Qualifications:

• Active PE licenses in multiple states

• Experience with vacuum excavation / test holes

• Background in utility locating, survey, or geophysics

• Experience working with DOTs, municipalities, and utility owners

• Familiarity with GIS or subsurface utility data platforms

• Transportation, roadway, or large-scale infrastructure project experience
