Formosa Plastics is a privately held company headquartered in Livingston, New Jersey. Our core business, producing plastic resins and petrochemicals, takes place at three wholly-owned chemical manufacturing subsidiaries located in Delaware City, Delaware, Baton Rouge, Louisiana and Point Comfort, Texas.
I. POSITION OBJECTIVE To provide Instrument engineering support for daily maintenance activities and other duties as assigned by the departmental head and departmental managers. To ensure plant equipment reliability and add value by integrating plant assets, personnel, and technology within the UT-1 Unit. Work with other maintenance craft departments and operations departments, while sustaining a safe and healthful working environment that meets environmental, health, and safety regulatory and Company requirements.
II. MAJOR AREAS OF ACCOUNTABILITY Project & Process Engineering: Lead process improvement initiatives using recognized methodologies and tools, ensuring compliance with PSM and environmental regulations. Conduct front-end engineering studies and technical evaluations to enhance electrical system performance. Collaborate with engineering teams to implement best practices and ensure improvements align with operational goals. Participate in start-up and commissioning activities. Execute B-1 projects and ensure project expenses are controlled within budget.
Project Management & Execution: Define project scopes, coordinate with Unit Operations and Detail Design Engineering (DDE), and ensure compliance with specifications. Monitor project activities, perform technical calculations, review design drawings, and manage project-related abnormalities. Prepare and evaluate construction bid packages, ensuring design constructability and alignment with schedule and cost targets. Respond to unscheduled unit outages or abnormal shutdowns, coordinate with operations, assess issues on-site or remotely, troubleshoot root causes, and plan safe repairs and restoration.
Procurement & Vendor Management: Develop electrical specifications and purchase requisitions. Review vendor qualifications, evaluate quotations, and manage procurement progress, including tracking of purchase orders and delivery status. Collaborate with vendors and stakeholders to resolve technical or procurement issues. Process paperwork to procure materials/services and ensure timely vendor payments.
Cost & Budget Control: Prepare detailed cost estimates (e.g., B2) and track project financials. Identify system requirements in collaboration with Unit Operations and vendors to support accurate budgeting and resource allocation. Evaluate cost/value-added components of projects to ensure efficiency and return on investment. Control regular and major maintenance yearly budgets. Assist with cost reports. Manage Capital B-S and other project budgets.
Operational, Maintenance & Team Support: Provide instrumentation and electrical maintenance support to ensure compliance with environmental regulations and operational reliability. Assist with preventive maintenance, troubleshooting, training, and documentation of QA/QC and turnover materials for operations and maintenance. Lead, supervise, and train technicians, including hands-on field work, demonstrating troubleshooting techniques, and improving workmanship and work ethic. Resolve inter-departmental problems and provide technical leadership. Support abnormal shutdown response (in coordination with execution responsibilities).
III. QUALIFICATIONS- Education
- B.S. Degree in Electrical Engineering required. Other related engineering disciplines considered.
- Previous Related Experience Required
- No prior experience is required; 1~3 years' experience in a petrochemical refinery environment is preferred.
- Technical Skills Required to Perform This Job
- In-depth understanding of process instruments (flow, pressure, level, temperature) and control valves, including sizing, selection, and control strategies.
- Experience in programming, configuring, and troubleshooting PLC, DCS, and SCADA systems for process automation and control.
- Proficient in 4-20 mA, HART, Foundation Fieldbus, and instrument power systems including UPS design and redundancy planning.
- Familiar with electrical and signal circuit design, protection relay logic, interlocks, and Safety Instrumented Systems (SIS).
- Skilled in using AutoCAD for instrument drawings, P&IDs, loop diagrams, and control system layouts.
- Hands-on experience with loop checks, field commissioning, start-up support, and site troubleshooting of instrumentation and control systems.
- Competent in writing technical reports, specifications, and manuals using Microsoft Office and other documentation tools.
- Understanding of AI and Industrial IoT (IIoT) technologies for smart monitoring, predictive maintenance, and data analytics in instrumentation.
