Job Description

Summary

Under limited supervision, performs engineering related services; and performs other duties as assigned.

DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)

1. Under the supervision of a Professional Engineer, performs engineering services related to the design of various capital improvements and rehabilitation projects for public utilities infrastructure including water distribution, sanitary collection, stormwater, lift stations, water resources, water and wastewater treatment plants, and incidental roadway improvements.

2. Prepares construction drawings and specifications for the planning, design, rehabilitation, and construction of utilities projects.

3. Coordinates with representatives from other agencies and City staff to resolve issues related to the design to ensure projects meet the requirements of the City standards and specifications.

4. Under the supervision of a Professional Engineer, performs research, engineering studies, and calculations related to assigned areas of responsibility.

5. Performs cost analysis for utilities projects.

6. Assist engineers with various aspects of complex projects (data collection, condition assessment, etc.)

7. Develop exhibits for engineering reports and presentations through the use of computer graphics software, including slides, maps, charts, and graphs.

8. May assist or make independent presentations to community/neighborhood groups regarding proposed or on-going projects.

9. Responds to inquiries from the public concerning utilities and other engineering-related matters.

10. Develops, manages, and monitors engineering contracts with outside consultants and contractors.

11. Assists with the review of engineering drawings for City projects and developers projects.

12. Review technical specifications, contract documents, and cost estimates.

13. Review contract documents including schedule of bid items.

14. Evaluates and approves consultant and contractor pay requests.

15. Performs other related work as assigned.

Salary

Depending on qualifications the starting salary for this position will be in the range of pay grade 68:

Minimum

$77,058 annually

Qualifications

Bachelors degree with a major in Civil Engineering or closely related field (education will be verified using the Education Requirements listed below) with utility experience emphasis, or any equivalent combination of training. Engineer in Training Certificate from the State of Florida is required, or ability to obtain within six (6) months from date of employment.

Have two (2) years of varied progressively responsible technical engineering experience which includes experience in either the design and/or construction of utility projects; OR combination of education from accredited engineering curriculum and/or experience will be considered as meeting experience requirements. Some experience or training using AutoCAD and/or ARCGIS software is required. Experience with hydraulic modeling software is highly desirable.

A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.

Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

a) a public education institution in the State of Florida or any State or Territory of the United States; or

b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or

c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or

d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above.

International degrees will be evaluated to determine if they satisfy qualification requirements.

Special Driving Requirements:

Have not lost any driving privileges by reason of revocation, suspension or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations or,

Havenot hadone DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.

Additional Details

The selection process for this position may consist of any, all or a combination of the following tests: evaluation of training and experience, written examination, structured oral interview or other assessment method.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
