Department

The Department of Public Works is dedicated to maintaining, protecting, and enhancing the Town's public infrastructure to ensure a safe, resilient, and high-quality community. The Department oversees public buildings, parks and playgrounds, streets, traffic signs and signals, street lighting, median landscaping, and flood control facilities, and manages both Town staff and private contractors who perform this work. Public Works also administers permits for activities in the public right-of-way and for grading, drainage, and floodplain development on private property, ensuring compliance with FEMA requirements within Special Flood Hazard Areas. As a FEMA Community Rating System (CRS) Level 6 community, the Department plays a key role in floodplain management, hazard mitigation planning, and environmental stewardship-supporting public safety, regulatory compliance, and sustainable infrastructure for today and the future.

Position

Associate Engineer

The Associate Engineer is a journey-level professional position responsible for performing complex civil engineering and project management work in support of the Town's public works infrastructure. Under the general direction of the Director of Public Works, this position designs, reviews, inspects, and administers public and private improvement projects, including sanitary sewers, streets, storm drains, traffic facilities, and related infrastructure. The Associate Engineer reviews private development plans and permit applications, conducts field inspections to ensure compliance with applicable federal, state, and local codes and standards, and serves as a technical resource to Town leadership, staff, contractors, and the public. Working with a high degree of independence within established guidelines, the Associate Engineer prepares engineering plans, specifications, cost estimates, reports, and grant applications; coordinates and oversees construction activities; supports asset management and regulatory compliance efforts; and contributes to the delivery of safe, efficient, and sustainable public works services for the community.

Senior Engineer
The Senior Civil Engineer is a single-position, management-level classification responsible for planning, directing, and performing complex professional civil engineering, design, and project management work for the Town's public works infrastructure. Working under general direction of the Director of Public Works and/or Town Engineer, this position oversees the design, review, inspection, and construction of public and private improvement projects, including streets, sanitary sewers, storm drains, traffic facilities, and capital improvement projects. The Senior Civil Engineer exercises independent judgment and discretion in applying engineering principles, policies, and regulatory requirements; ensures compliance with federal, state, and local laws and standards; and supports effective service delivery and infrastructure stewardship. This role serves as a key technical advisor to Town leadership, provides staff support to the Public Works Director, Town Engineer, Town Manager, and Town Council, coordinates with contractors, developers, and regulatory agencies, and may supervise assigned staff while ensuring projects are completed safely, efficiently, on schedule, and within budget.

Examples of Duties

Duties may include but are not limited to the following:

Associate Engineer
  • Review and approve or recommend approval of private development plans for subdivision and other projects requiring issuance of Town permits or enforcement of applicable codes and ordinances.
  • Provide public assistance at the counter and over the telephone; and respond to and resolve public inquiries and complaints.
  • Conduct inspections of private and public work encroaching on Town property to insure compliance with plans, codes, and construction standards; assist in code enforcement activities.
  • Review site plans and conditional use permits for compliance with drainage, traffic, and roadway issues.
  • Provide staff assistance to the Public Works Director, Town Manager and Town Council; prepare and present staff reports and other necessary correspondence.
  • Maintain and update a variety of maps and records, including Town street maps, utility system maps, lot and block maps, and various index maps; assist in the development and maintenance of the record keeping and filing systems.
  • Ensure and enforce conformance with State, Federal, and local standards, codes, regulations and ordinances; research building and plumbing codes, publications and industry information sources.
  • Receive, review, prepare and process reports and records including cost estimates, contract and bid documents, technical studies/reports,
  • Requests for Proposals, work orders, performance evaluations, Town Council agenda reports, commission reports, charts, correspondence, plans, drawings, specifications, billings, invoices, payment requests, insurance forms, legal notices, preliminary/stop notices, engineering calculations, cost estimates, bonds and fees.
  • Develop and maintain asset management information systems including compliance with GASB 34 requirements; develop annual Comprehensive Annual Financial Report (CAFR) presentations and disclosures in conjunction with the Department of Administrative Services.
  • Interact and communicate with a variety of individuals and groups including management, clerical staff, other departments and employees, contractors, consultants, engineers, developers, and other governmental agencies.
  • Coordinate and conduct pre-bid and, pre-construction meetings; attend pre-design, post-design contractor/agency liaison meetings, staff meetings, and Town Council meetings as assigned.
  • Interface with the public and contractors in connection with Town projects; act as a technical resource and resident engineer on Town construction projects, recommending field changes as necessary.
  • Prepare engineering plans, specifications and estimates for the construction and maintenance of sanitary sewers, streets, storm drains and other structures; check plans and specifications for accuracy and completeness; make suggestions for revisions and improvements; prepare preliminary and final cost estimates.
  • Administer assigned construction projects; ensure projects comply with adopted specifications, plans and standards; review, approve, and monitor project schedules and budgets; coordinate a variety of construction activities. Interpret plans and specifications and render decisions regarding construction methods, design changes, and cost analyses.
  • Read, navigate and make minor updates to base maps using CAD and GIS software.
  • Participate in the implementation of the Town's traffic and transportation engineering programs; prepare and revise plans and specifications for traffic related projects; prepare special studies and reports and coordinate major projects. Participate in inter-agency meetings; enroll in courses and review engineering publications in order to stay informed of recent developments in the engineering field.
  • Staff a variety of Town commissions, boards, and committees on public works, utility matters, traffic and transportation, and building code appeal issues. Search, inquire and apply for and/or administer Federal and/or State grants.
Senior Engineer
  • Plan, coordinate, evaluate and participate in the design of public right-of-way improvements, plan review of public and private projects, development of capital improvement projects, and review of traffic studies.
  • Review and approve private development plans and other projects requiring issuance of Town permits or enforcement of applicable codes and ordinances.

  • Professional Civil Engineering Certification in the State of California is required.
