Job Description
SUMMARY:
This position is responsible for analysisand design, contract administration and management of county transportationprojects, and review and monitoring of the geometric design of road improvementelements of development projects to ensure compliance with county requirements.
Individuals in this position must be able toread and interpret plans and specifications and be familiar with the Georgia DOT specifications, project bidding andcontracting requirements. The individual must also be familiar with federal,state and local regulations and requirements applicable to federally funded andlocal transportation projects.
ESSENTIAL DUTIESAND RESPONSIBILITIES
Duties includebut are not limited to:
• Manages all active Infrastructure designprojects assigned to Department of Transportation and ensures proper deliveryof the projects per applicable regulations.
• Prepares planning reports, project schedules,designs, construction plans, cost estimates, specifications and biddingdocuments for a variety of transportation projects.
• Performs project management such as contractadministration; review of engineering design documents; and constructionmanagement and inspection including project close-out.
• Performs traffic studies and assessment ofimpact of proposed infrastructure projects.
• Performs and reviews technical assessments andengineering studies for project design and analysis, and provides technicalsupport during construction, prepares reports in support of technical analysisand recommendations,
• Performs plan review of proposed roadway &development projects and assists with reviews of county-designed or sponsoredprojects for compliance with county requirements and presents findings inpublic meetings.
• Plans and conducts or reviews special trafficstudies and prepares comprehensive reports related to needs or impacts to thecounty's transportation infrastructure.
• Develops preliminary and final design plansutilizing CAD software such as AutoCAD, MicroStation, In-Roads or similarsoftware.
• Prepares cost estimates and develops bidspecifications for project construction based on the preliminary and finaldesigns. Prepares bid packages for project advertisement.
• Performs review of civil engineering elements ofsite and road improvement plans to ensure compliance with applicable standards,laws and regulations.
• Informs developers, engineers and propertyowners on procedures, standards and county transportation requirements relatedto proposed development projects.
• Conducts pre-construction meetings forTransportation projects.
• Investigates and responds to citizen complaintsand questions regarding development or infrastructure projects, performsassessment and develops potential solutions.
• Makes on-site inspections of work in progress oncomplex issues and reports findings for follow-up and enforcement.
• Ensure compliance with LAP Certification for allproject activities.
• Performs other related duties assigned.
EDUCATION and/orEXPERIENCE:
• Bachelor's degree from an accredited college oruniversity with major field of study in civil engineering, civil engineeringtechnology, construction management or related discipline. Advanced degree incivil engineering, planning, business or public administration is preferred.
• Knowledge and level of competency commonlyassociated with the completion of a baccalaureate degree in a course of studyrelated to the occupational field with seven years of related relevant experience may be considered.
• An equivalent combination of education andexperience may be considered
CERTIFICATES,LICENSES, REGISTRATIONS:
• Registration as a Professional Engineer inGeorgia or ability to obtain within 18 months of employment.
• Possess and maintain a valid Georgia Driver'sLicense (Class C) or higher and a satisfactory motor vehicle record (MVR)
KNOWLEDGE, SKILLS, AND ABILITIES:
• Advanced knowledge of civil engineering andtraffic engineering principles and roadway access control practices
• Advanced knowledge of county, state and federallaws applicable to infrastructure construction projects, including projectdesign and procurement
• Advanced knowledge of county and departmentpolicies and procedures
• Advanced knowledge of GDOT standardspecifications for roadway construction
• Advanced knowledge of the Manual on UniformTraffic Control Devices (MUTCD)
• Advanced knowledge of Geographic Information Systems
• Some knowledge of AASHTO roadway geometricdesign policy and guidelines
• Knowledge of materials, methods and techniquesused in the design, construction and maintenance of streets, bridges,sidewalks/multi-use paths, trails and related structures.
• Knowledge of highway design codes, standards andspecifications pertaining to transportation engineering and project cost.
• Knowledge of work zone safety requirements andtechniques
• Skill in performing engineering relatedmathematical calculations
• Skill in communicating with the public,engineers, developers, lawyers and other professionals
• Ability read and interpret construction plans,specifications and contracts anddetermine compliance with county requirements
• Ability to present DOT findings in developmentprojects in variance, zoning & commission meetings.
