Job Description

Oxford Solutions is working with a client to identify a Civil Engineer with strong site development and permitting experience. This is a direct hire opportunity with a hybrid work schedule. The role is ideal for an engineer who can manage projects, support permitting efforts across multiple states, and contribute to both technical design and client deliverables.

Responsibilities
  • Prepare civil engineering plans, reports, and supporting documentation for site development projects
  • Develop erosion and sediment control and stormwater management plans, including calculations using HydroCAD or similar tools
  • Lead preparation and submission of permit applications, including NPDES, ESCGP-4, GP permits, grading plans, and site-specific E&S plans
  • Coordinate with state and local agencies, responding to review comments and ensuring compliance with regulatory requirements
  • Research and analyze technical data to support project design and permitting strategies
  • Ensure projects meet quality standards, schedules, and budget expectations
  • Perform quantity takeoffs and assist with construction bid tabulations
  • Provide technical guidance and mentorship to junior engineers and EITs
  • Participate in client meetings and occasional field visits
  • Maintain adherence to internal quality procedures and engineering standards

Qualifications
  • Bachelor's degree in Civil Engineering or related field
  • Professional Engineer (PE) license preferred; EIT candidates with strong experience will be considered
  • Minimum 5 years of civil/site engineering experience
  • Hands-on experience with permitting in PA, WV, OH, IN, and/or VA preferred
  • Experience preparing NPDES and ESCGP-4 permit packages required
  • Background in stormwater management, grading, and drainage design
  • Experience reviewing or developing SWM plans
  • Proficiency with AutoCAD Civil 3D and HydroCAD
  • Strong technical writing skills for reports, permit applications, and agency correspondence
  • Experience managing projects and working within multidisciplinary teams
  • Proficiency with Microsoft Office tools
