General Statement of JobUnder limited supervision, is responsible for design and construction management of public infrastructure for the City. Performs office and field engineering activities including survey, design, permitting, plan reviews, construction inspections, citizen complaints, etc.
Minimum Training and ExperienceEducation:
Bachelor's degree in civil engineering or related field
Experience:
Twelve (12) years experience in construction engineering, civil engineering design and permitting, or related experience
Certifications:
- Engineer Intern (EI) Certification
- Must possess a valid driver's license
Preferred:
- Registered Professional Engineer (P.E.)
- AutoCAD experience
- GIS experience
- Survey Experience

Physical RequirementsMust be physically able to operate an automobile and a variety of automated office machines including a computer, telephone, blueprint machine, calculator, copier, drafting instruments, hand tools, a level, transit, planimeter, radio, flow gauge, etc. Must be physically able to exert up to fifty pounds of force occasionally and/or up to twenty-five pounds of force frequently, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Physical demand requirements are in excess of those for sedentary work. Must be able to lift and/or carry weights of up to one hundred pounds.
Other InformationESSENTIAL JOB FUNCTIONSPrepares engineering design and obtains required regulatory permits for water, sanitary sewer, storm drainage, roadway and other public infrastructure projects.
Conducts field surveys as required for project design and construction.
Assists with MS4 stormwater permitting, street encroachment permitting and other regulatory permitting requirements for the City.
Reviews plans for proposed development; reviews calculations for proposed subdivisions and commercial sites.
Serves as Public Works Department representative at Technical Review Committee (TRC) development review process.
Receives and responds to citizen complaints; provides information and/or recommendations.
Responsible for Public Works signoff and review/approval for SF permits, commercial permits, etc.
Prepares construction contract specifications and bid documents for various City projects.
Conducts on-site inspections for all phases of development; ensures compliance with approved engineering plans and specifications.
Advises and coordinates with City residents, consulting engineers, surveyors, developers, and contractors regarding project construction status.
Provides technical engineering assistance to all City departments as needed.
Inspects existing conditions of streets, storm drainage, water and sewer utilities, beach, public parking, etc.
Operates various types of equipment and machinery which includes an automobile, level, transit, total station, flow gauge, computer, telephone, calculator, copier, hand tools, etc.
Prepares various reports and records including construction plan as-builts, inspection reports, spreadsheets, contract documents, technical specifications, etc.
Operates AutoCAD engineering design software, ARCGIS mapping software, CityWorks Asset Management software and various other engineering design programs.
ADDITIONAL JOB FUNCTIONSPerforms other related duties as required.
All employees of the municipality shall learn the emergency operations procedures for their respective department and position and execute these duties fully during times of emergency. This may or may not include assignment to the Emergency Operations Center (EOC).
