Position: Engineering Technologist, Capital Projects (Temporary for 5 years)Salary: $36.89 to $45.31/hrUnion: CUPEReports to: Supervisor - Capital ProjectsPurpose of Position:Reporting to the Supervisor - Capital Projects and under the overall direction of the Manager - Capital Projects and Executive Director - Infrastructure Services, the Engineering Technologist - Capital Projects will assist with and coordinate the delivery of capital projects from design through construction. This will include assistance with coordination of technical studies and design; obtaining field information; providing technical assistance to Engineering and other staff participating in capital projects; prepare and/or review designs and drawings for a variety of civil engineering projects, cost estimates and contract documents; assists with the preparation, coordination and compiling of review comments on capital project submissions to ensure adherence to plans, specifications, and conditions to satisfy municipal engineering standards and industry best practices; coordinate and assist with tendering and procurement requirements; assist with final contracts and project documents to deliver capital projects; administer and provide inspection regarding capital projects; and assist with establishing present and future infrastructure needs for the municipality under the capital program.
Qualifications & Experience:- Must have, at minimum, a 3 year diploma in Civil Engineering Technology or equivalent.
- Must have CTech or CET designation
- Must be a member in good standing with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
- Minimum of 4 years progressive experience in the field of infrastructure engineering.
- Experience with GIS mapping systems and AutoCAD software tools.
- Project management applications would be an asset.
- Must have customer service experience
- Must have project management experience
- Must have experience in preparing technical reports
- Must have experience establishing professional relationships and networking
- Must hold a valid Ontario driver's "G" license.
- Clear vulnerable sector police clearance
Knowledge & Skills:- Must be able to demonstrate advances analytical skills, problem solving skills, tact, diplomacy, confidentiality, and effective time management skills.
- Must be able to demonstrate awareness and ability to keep current of new and evolving trends and techniques in the field of the municipal infrastructure.
- Must be able to demonstrate skills with computer applications including Windows, and Microsoft Office.
- Well-developed verbal and written communication skills
- Well-developed customer service, interpersonal, conflict resolution, and organizational skills.
- Thorough knowledge in building and construction
- Knowledge of municipal bylaws, Ontario Provincial Standards and Drawings, Highway Traffic Act, Book 7 training, Occupational Health & Safety Act of Ontario, and WHMIS would be an asset.
- Must be knowledgeable in the principles of project management
- Knowledge of Civil Engineering principles.
- Familiar with municipal engineering design guidelines and Ontario Provincial Standards and Specifications.
- Familiar with all relevant Federal and Provincial legislation concerning all matters of municipal engineering including the Environmental Assessment Act, Highway Traffic Act, Drainage Act, Public Transportation Highway Improvement Act, and any other legislation and regulations.
- Familiar with excess soil act for soil removal and deposition processes
- Ability to track and forecast construction schedule and associated budget/financial constraints.
Major Responsibilities:
- Provide information and support to the Supervisor - Capital Projects for the preparation of the budget including consulting engineering, technical support, legal, etc, related to the delivery of capital projects.
- Prepare and/or review draft specifications and technical reports including contract documentation for the procurement of tender and proposal bids for review.
- Coordinate and provide technical comments on designs and drawings for a variety of civil capital projects, including sanitary and storm sewers, water main, pumping stations and drainage works, pavement, curb and gutter, facilities, parks, etc
- Coordinate and attend pre-design and pre-consultation meetings to provide engineering input on capital project proposals, design and construction under the direction of the Supervisor and Manager of Capital Projects.
- Coordinate deliverables for capital projects and assists with meeting schedules on project delivery.
- Review design drawings and inspect/monitor construction sites to ensure compliance with the detailed design and applicable legislation relating to public safety for municipal projects that have been assigned.
- Undertake field construction inspection as required of works initiated by the Municipality to ensure adherence to relevant contract documents.
- Provide feedback regarding present and future infrastructure requirements and standards for the Municipality to develop capital plan.
- Provide information and preparation of capital project estimates and construction scheduling.
- Work closely with the Coordinator, Capital Projects on schedule and delivery of capital projects as directed and required.
- Provide engineering technical information and advice to external consultants, utility companies, ratepayers, developers and coworkers in other municipal departments.
- Liaise with external government agencies, neighbouring municipalities, local agencies and organizations on municipal project engineering related matters as required.
- Prepare conceptual engineering and design reports, studies, and drawings as required.
- Provide feedback regarding the identification of municipal requirements for identifying and negotiating with property owners for the acquisition of necessary easements or land purchases for the construction of municipal projects, as needed.
- Provide information for the tracking of capital projects through the various stages of approval, construction and final approval by the Municipality.
- Investigate and provide information regarding public complaints and comments through all stages of the project.
- Coordinate field inspections, provide support for administration of contracts, assist with preparation of payment certificates and facilitate quality control on all assigned projects.

- Visiting various work sites and locations around the municipality is required.
Control over Work Schedule- Occasionally requested to work beyond normal office hours.
- Overtime as specified in the Collective Agreement with CUPE Local 704.2
