The Fairfax County Department of Public Works and Environmental Services (DPWES), Capital Facilities (CAP), Building Design and Construction Division (BDCD), Building Construction Branch (BCB), seeks an architect, civil engineer, structural engineer, mechanical engineer or electrical engineer to serve as construction manager overseeing all phases of construction contract administration for building projects. Professionally and collaboratively perform all phases of construction contract administration for new construction and renovation projects, interfacing with project stakeholders and using agencies.

Please review our awesome benefits:The Building Design and Construction Division is an award-winning organization responsible for implementing all major building, renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program, including fire stations, libraries, courts, police stations, office buildings, maintenance facilities, parking structures, human services facilities and other major infrastructure and public-private partnership projects.
This position works in the Building Construction Branch of the Building Design and Construction Division, Capital Facilities in Fairfax County Government Center at 12000 Government Center Parkway, Fairfax, Virginia.
Responsible for timely completion, construction budgets, and the overall quality of assigned projects. Solves complex design or construction problems. Supervises the administration of construction contracts to avoid, mitigate, and resolve contractor claims. Performs all aspects of construction contract bidding, award, and administration. Evaluates pre-qualification requirements for prospective bidders, analyzes safety records, conducts pre-bid meetings, prepares final bid documents, issues contract awards, and conducts pre-construction meetings under the supervision of the section manager. Reviews and approves contractor payments, reviews proposed change orders for entitlement, prepares cost estimates, negotiates change orders, reviews shop drawings, ensures timely and appropriate RFI responses, issues field orders, RFPs, and CCDs. Performs onsite quality control inspections to ensure conformance to construction documents. Evaluates and tracks CPM schedule prepared and updated by the contractor. Coordinates all aspects of project close-out activities; punch list, training, O&M manuals, as-builts, bond release, end-of-warranty inspections, and final completion. Performs detailed constructability reviews of plans and specifications prepared by architectural and engineering firms. Participates in various selection advisory committees, value engineering studies, and other duties as assigned.
Under supervision of the Branch Chief or other assigned supervisor from the building construction branch, serves as a construction manager for all phases of construction administration for capital improvement building projects from contract document preparation through post construction. Works on all aspects of construction procurement methods, such as construction contracts, task orders and purchase orders to ensure quality, timely delivery, and cost effectiveness of the project. Assists in claim avoidance, contract dispute negotiation and resolution, and solving complex engineering or construction problems. Provides technical constructability reviews during all phases of design, coordinates with all stakeholders during construction. Required to safely drive a county vehicle to constructions sites and complies with Capital Facilities safety program and guidelines. Participates in agency and department processes such as interview panels, various committees, studies, including making contributions to staff mentoring/training and may perform other related duties to meet the ongoing business needs of the organization.

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.
CERTIFICATES AND LICENSES REQUIRED:- A valid driver's license.
- Possession of a valid Virginia Professional Engineer or Architect license.
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:- Three or more years of experience in construction management tasks such as reviewing plans & specifications, schedule analysis, cost control, QA/QC, safety management, communication & reporting, construction contract administration.
- Three or more years of experience in construction contract administration of complex building and major public works projects.
- Extensive experience and knowledge of construction schedules including schedule logic and software programs, construction claims and their mitigation.
- Proven track record of information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint. Advanced information technology skills including use of Microsoft Project or Primavera scheduling software.
- At least two years of experience of local, federal, and state building and site development codes.
- Certified Construction Manager (CCM).
PHYSICAL REQUIREMENTS:Ability to lift 30 pounds overhead. Ability to participate in and understand verbal conversations at typical speaking volume and pace as well as respond to audio alarms and verbal warnings on construction sites, over the phone, and in the office workplace. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Ability to use computers/computer software for communication, report generation, electronic file-keeping, project metrics analysis, and project tracking purposes. Able to safely climb ladders up to 25 feet per floor with the potential of multiple floors and able to go up and down stairs for multi-story buildings. Must be able to physically negotiate rough terrain and typical construction site conditions to perform inspections at jobsites, vendor/fabrication facilities, or potential future jobsites. All duties performed with or without reasonable accommodations.
