The primary purpose of this position is to apply scientific, technical, and business techniques in the performance of functions and studies related to programming and executing facility construction, repair, and maintenance; and to specify and install automatic or programmable test and depot equipment, utilities and ancillary item, functions include business case development. training, installing/maintaining, cost estimating, construction inspection, project management protocol, and all other related activities.

As a Subject Matter Expert (SME), develops business case for automatic and programmable test depot equipment. facility systems, and utilities; and for upgrade, repair, and maintenance requirements of each. Determine best value cycle for upgrade, maintenance, repair, or replacement.

Develops, manages, and conducts engineering and technical group related training program. Regularly assets training needs to meet mission requirements. Trains or arranges for the training of technical staff on project management protocol principles, practices, or technical concerns. Review training guides specific to engineering office business practices.

Maintains surveillance over construction contractors to ensure overall compliance with contract specifications, schedules. etc. Work includes participation in and/or surveillance over Simplified Acquisition Base Engineering Requirements (SABER), Indefinite Delivery Indefinite Quantity (IDIQ), Army Corp of Engineers, Depot Support Group, and other contract work.

Takes the lead in performing project management planning, design, and troubleshooting work for establishing new industrial workload plans and for modifying existing workload layouts as needed. Directs the activities in developing/reviewing designs, plans, and specifications for repair aspects of industrial equipment and facilities including layout, modification, and optimization.

Knowledge, Skills, and Abilities (KSA):

1. Extensive working knowledge and ability in communicating both verbally and in writing in technical terms with architects and mechanical, civil, structural, and electrical engineers.

2. Ability to translate and convert technical requirements into understandable written language from which managers and laymen can understand.

3. Ability to creatively modify existing and/or standard practices and to adapt techniques, procedures, and equipment to solve a variety of technical and management problems is required.

4. Comprehensive knowledge or Government and Air Force contractual and funding rules, statutory regulations, relationships and administrative procedures involved in developing and procuring construction, depot equipment, services, technical studies, and engineering support.

5. Project management knowledge and experience, from concept to completion, for a broad range of facility and industrial projects.

6. Ability to plan and organize work assignments to include determining material and personnel resources required to accomplish the mission.

7. Working knowledge in accessing and applying health, fire, safety. construction, engineering, and environmental requirements as outlined in applicable safety standards, regulations, and/or technical orders.

8. Knowledge of analytical and evaluative methods and procedures and skill in evaluating site, facility systems, and industrial process to record and develop comprehensive plans, estimates, and options to ensure: continued facility integrity.

9. Skill in developing construction and equipment cost estimates using published cast data resources.

10. Skill in reading and understanding engineering drawings, use of symbols, terminology, and accepted standards; and the equipment facilities, and systems of civil, mechanical, electrical, and architectural engineering disciplines using AutoCAD software.
