Roselle has doubled its street improvement program and is investing heavily in its infrastructure and growing downtown. A recent Home Rule referendum and a strong run of grant funding (ITEP, federal STP, and Safe Routes to School) are fueling the work. As Engineering Manager, you will own that program from the first line on the plan to the final inspection, with the budget and support to back it up.

Reporting to the Director of Development and Engineering Services, you will lead the planning, design, and construction of the public infrastructure Roselle residents rely on every day. You will directly oversee the annual Street, Sidewalk, and Storm Sewer Programs (approx. $2.65 million per year) and guide the consultant team on the water main replacement program (approx. $2 million per year).

Key responsibilities include:
  • Capital Project Leadership
    Lead the annual street, sidewalk, storm sewer, and water main programs from planning and design through bidding, construction, and closeout.
  • Capital Planning
    Help shape the Village's next Capital Improvement Plan, building on the studies and reports already underway.
  • Engineering Review & Compliance
    Review plans, specifications, and permits for public and private development, including downtown growth, while keeping projects aligned with Village, stormwater, floodplain, and IDOT requirements.
  • Construction Oversight
    Direct inspection and resident engineering, resolve field issues, and carry projects through to final inspection and acceptance.
  • Team Leadership
    Supervise and mentor a Civil Engineer working toward licensure and two Engineering Interns on a team that values delegating and sharing resources.

What We're Looking For
  • Bachelor's degree in civil engineering or a related field
  • Illinois Registered Professional Engineer (P.E.) at the time of employment
  • Five (5) or more years of progressively responsible public works or civil engineering experience, including municipal or public-sector work
  • Three (3) or more years of supervisory experience (preferred)
  • Valid Illinois driver's license, and IDOT Documentation Certification or the ability to obtain it within twelve (12) months of hire

A Certified Floodplain Manager (C.F.M.) credential and experience with AutoCAD and GIS are a plus.
