Minimum Experience Requirements

This position is open to all Civil Engineering Associate IIs & IIIs currently employed by the City of Los Angeles.

The minimum experience requirements for appointment to the paygrade are:

1. One (1) year of full-time paid professional experience at the level of a Civil Engineering Associate II with the City of Los Angeles; and,

2. Registration as a Professional Civil Engineer with the State of California Board for Professional Engineers, Land Surveyors, and Geologists.

Candidates must meet the minimum eligibility requirements at the time of filing.

Summary of Duties

The Civil Engineering Associate III (CEA III) in the Metro Transit Division will join a dynamic team of engineers responsible for reviewing and coordinating major Los Angeles County Metropolitan Transportation Authority (Metro) projects within the City's right-of-way.

The incumbent will support the division's lead review engineer by performing expedited plan reviews and technical coordination for the design and construction of streets, sewers, storm drains, and related structures. Key responsibilities include reviewing design & construction submittals for compliance with City standards and Bureau policies, constructability, and conducting field investigations as needed to support design and construction activities.

The CEA III will collaborate closely with Metro staff, contractors, consultants, and other City departments to facilitate project delivery and resolve technical issues. The position also involves organizing and leading meetings, coordinating across multiple agencies, and supporting other Bureaus and Departments with technical expertise as needed.

The BOE is looking for candidates who possess the following skills, knowledge and abilities, including but not limited to:

• Excellent verbal and written communication skills.

• Excellent scheduling, work organization and process optimization skills.

• Excellent personal computer skills.

• Excellent knowledge of the BOE Project Delivery Manual and procedures.

• Excellent knowledge of Bluebeam and AutoCAD for plan review and preparation.

• Excellent knowledge of the design principles of structural and civil engineering, standard plans, and the Standard Specifications for Public Works Construction.

• Excellent working knowledge of City street, sewer, and storm drain systems, design policies, methods, procedures, and materials.

• Excellent knowledge of construction management practices.

• Knowledge of the City's Equal Employment Opportunity Policies and the supervisor's responsibilities under these policies.

• Ability to deal tactfully and effectively with other co-workers, offices, departments, agencies and the public.

• Ability to analyze complex problems, identify relevant issues, and formulate reasonable, effective solutions.

• Ability to prepare clear and comprehensive technical reports, charts, and graphs.
