Job Description The Civil Engineer - Utility Construction serves as a subject matter expert in planning, feasibility analysis, and construction delivery for water, wastewater utility infrastructure projects. This role applies advanced engineering knowledge to assess utility service availability, evaluating project costs and constraints, coordinating with developers and contractors, and providing technical leadership throughout design and construction. The position coordinates with project manager(s) to ensure projects are delivered safely, on time, within budget, and in compliance with Texas regulatory standards, including TCEQ, PUC, and other utility regulations.
